Arsene didn't discover her hertiage until her third year of High School, and it came from an unlikely source, her french relative, Maurice Leblanc. He told her of the family tradition of thievery, and how their anscestor was the definative professional of crime. It was then she decided to take up the family mantle.
As the heir to the criminal Empire of Lupin, she is aware of the most effective techniques when it comes to disguises, avoiding law enforcement, and crafting equipment for the job at hand. She carries several tools of the trade with her at all times. She can also carry things inside her top hat with ease. With the top hat being a hammerspace entity in itself. If she was in any peril, she could dive into the hat and it would keep her safe.
She was born in Kyoto, but she has hideouts all over the world. Most of them extremely well hidden and luxuriously furnished, thanks to the wealth she had stolen in her eariler exploits.

Conan_Edogawa was reported missing after he and his friend Haibara, was investigating the stolen jewel, stolen by Arsene Lupine. Only to find themselves stolen before they could expose the thief.

Had stolen the EVA_UNIT_ARTEMIS from NERV headquarters in tokyo.Now it is all over though. A Hellhound of the Infernal Police Department smelled her delicious sin and decided to claim her Soul. She will never been seen again as anything other than Hellhound fat or maybe you'll stumble across the steaming pile and recognize the shreds of her top hat in it.
