Even in a world where human flesh is readily available for consumption, Willow Blake is a criminal predator. She's a serial cannibal, hiding in plain sight amongst the numerous predators of her world.
It's not as if cannibalism, or 'vore', is illegal. Meat Markets are readily available, shops in which one can buy anything from fully prepped human meat to trained slaves ready for consumption. If one is so inclined, they can even head out to the 'free range' girl farms and see where their food comes from. So long as it's purchased through a licensed market, human flesh is a perfectly legitimate food source.
Unfortunately, for some like Willow, places like the Market lack the true thrill of the 'chase'. The fun for her is in the surprise, the cruel pleasures of taking down unwitting prey so confident in their lasting mortality. Raw or cooked, she has a love of live flesh, particularly of the innocent and oblivious. Although now and then, she'll even indulge in the Markets to keep suspicion down. After all, sometimes tossing in a willing meal can be a fun change of pace!
If one were to ask Willow, she would claim her eating habits come from ancestral background. Sometimes she claims to be the great-great-granddaughter of a cannibal witch clan who devoured the souls of their prey through the flesh; sometimes she's descended from a voodoo queen who gained magical powers through the life of her meals; now and then, she even claims a tribal background, that her predatory needs are just second nature. She has a few dozen stories to explain her nature, but whether any of them are true is up to what one believes. Really, she just may be an imaginative goth girl with a sadistic nature looking for make herself more interesting. That is, beyond her cannibalistic habits.
As her self-proclaimed serial killer nature goes, the 'Black Widow Cannibal' is a notion that only exists within Willow's own mind. She's a pro at hiding evidence; a bit too good, in fact. While she adores the notion of notoriety, no evidence of her kills has ever made it to the papers. Her victims appear on 'missing' posters, but most are just assumed dead and are soon forgotten. No police inquiries, no investigations, and no connections to her other prey. While she would love the recognition and notoriety for her deeds... for now she'll just enjoy herself and her perverse pastime.
