Celare

A saiyan from a different universe, where Goku didn't exist, and the events of Dragon Ball and Dragon Ball Z happened slightly differently.
He has a scouter, (not shown) which he uses simply because he feels the interface is easy to understand. He can sense power levels without it, but he prefers to use it. Also, he likes the way it looks on him.
