Celestine has been shown to be a humble woman who puts the well being of her people above her own. A testament to her kindness being that she was willing to offer her own body up as compensation to her entire nation once she had submitted to Vault. However, humble as she is, she has been shown to be extremely modest and to have a very high sense of humility, a stark contrast to what she may suggest by her choice of attire.
Her willingness to do the greater good for her people and her modesty has, however, shown her to have a rather weak will in the face of difficulty.
