The STRONGEST fairy in the world! With the power to manipulate the cold (to an extent), Cirno is well deserving of this title! While she'll spout about how she is just the strongest, in terms of strength, she's no stronger than a lesser youkai. But that is impressive! For a fairy anyway. A species of youkai at the bottom of the power rankings. Enough fodder that a few shots from a lesser youkai would take them out. Of course, since Cirno is on par with the likes of those, she has quite the massive ego! And she can't exactly be fully proven wrong!
See, Cirno is a fairy. Fairies are a bit different compared to other creatures. When creatures die, they're dead. That's the case, yes. But for fairies that isn't the case. Fairies are the embodiment of an aspect of nature. Some are light, silence, and even lifeforce itself. So long as that aspect/concept exists, that fairy exists. Cirno is linked to the concept of the cold. So long as it's cold somewhere, Cirno will exist. Even if she explodes, is frozen solid, and yes, even eaten (this actually happened to her in canon) she just comes back because the existence of cold needs to exist.
Of course, there is a method of "killing off" a fairy which comes from their own failsafe. When a fairy is weak enough or is in enough distress, they'll retreat into a sort of stone-like object. In this state, the fairy can't exactly do anything other than making it look like they've just disappeared from the situation. These stones that they turn into are made from their lifeforce and surprisingly enough are naturally preyed upon by spirits. Sometimes, youkai from the afterlife will collect these and use them to torture souls in the afterlife by putting them juuuuust out of reach. A fairy can't do much else in this state until they regain their strength.
But enough about her species. Cirno is egotistical, childish, bratty, curious, prideful, really not that smart, and so on so forth. She has... a lot of flaws. But beyond that, she has shown that she can take up a leadership position on multiple occasions. She knows quite a bit of history, while only from the past 100 or so years, is still quite a bit of knowledge. She can even read! Which a lot of her peers can't do! And despite her pride and ego, she can still recognize when she's in real danger and is well capable of sucking it up for a hasty retreat. (Although she'll still spin the story in a way that makes her sound cool.)
