A peaceful time. Technology has advanced, the world is connected, and with mankind's continued evolution has come the discovery of strange new mental abilities. A mighty conglomerate known as the Sumeragi Group has risen to power, overseeing and providing for almost every aspect of comfort and protection in life. In particular, it has acted to protect and shelter those who display these psychic abilities and help them to utilize their powers for the benefit of all.
The truth, however, is that this time of peace comes at the cost of the freedom and well-being of the psychics taken in by the Sumeragi Group. This so-called "shelter" has performed cruel experiments upon its captives daily, the purpose of which has long been kept a secret... until a certain group discovered their intentions and rose up to fight back against them. Their name is QUILL, the Quorum for Unrestricted Information, Law, and Liberty. They are an armed resistance force and subdivision of a foreign human rights organization dedicated to protecting psychics.
One such member of QUILL is called Gunvolt, a 14-year-old boy with the ability to control lightning (called 'Azure Striker'). Normally, he's rather cool-headed, but he'll show some youthful rebelliousness when forced to do things that go against his principles. One day, he is sent by QUILL to assassinate a virtual pop-idol named Lumen...
