It's Chillet, the cutest pal from Palworld! While I know little to nothing of the game's canon, if any, this guy is too much of a cutie not to mess around with.
He's as affectionate as he is ravenous, and big enough to make a casual meal of most prey. You could try to befriend him, but it's likely he'll see you as an easy snack more than a long-term friend.
