Have you ever looked up and wondered why the clouds look the way they do?
That's where Niebo comes in; one of the nine fabled sky lords, his role is to maintain clouds, often shifting and shaping them to amuse mortals on the ground below. He's been known to being his forty eight foot form down towards the Earth, mingling with the populace. He can shift to legs at will, though the majority of his looks remain in this state.
