Before you you see a fairly nondescript woman. Nondescript except she's in the buff. That and her eyes shimmer a brilliant violet. From the waist down she seems to have a yellow and blue tail, I suppose that should be mentioned. The tail also has... suckers.
Otherwise, she's nondescript. Mousy brown shoulder-length hair. Fair skin, medium sized breasts, and a wry expression. Then another one shows up.
Once again, she's relatively nondescript. Except she looks exactly like the first girl...
Then another shows up.
A quick turn-around shows you're surrounded. Seemingly out of nowhere they've come. Eight pretty, if not altogether nonde-- concerns about description escape you. The situation has gotten surreal. Eight identical naga surround you with a coy look.
"H-hello?" You stammer. They respond with a fit of giggling. You're pretty sure these weird naga girls are trying to make you lose your mind. Eight identical giggles from eight identical faces has you looking for the mirrors, but there aren't any.
Then you see it.
Not far, a pulsing mound of slick flesh heaves behind the girls. It's... breathing. You're a little afraid of the implications, but something in you already knows. You start to shake as they all burst into laughter. They glance back at the mass as well and clear a space for you to see. Now it's clear.
They're not naga at all. They're...
tentacles. A massive pair of "W"-pupiled eyes loom over you and you fall back to your posterior. The paralyzing glare of the beast has you frozen as you feel 16 hands reaching around your body, holding, or pushing, you can't tell. The beast moves closer and you're immediately aware of your legs being covered in cool, elastic flesh. This is it.
With another surge there is darkness, and lilting laughter.

Fun fact! Octopi arms have enough neural tissue in them to operate themselves nearly independent of the main brain. The brain is mainly used to coordinate efforts and take in sensory input, and then let the arms know what needs to happen, give em a nudge, and then the arms effectively take over. Seriously, the nervous tissue in the arms accounts for 2/3rd of the neural tissue in the entire octopus' body.
Now go back and watch Spider man 2 and think about Doc Ock's issue with the arms taking over his higher brain function. It's kinda biologically relevant.
Back to the issue at hand, this character is a massive extrapolation of that.
