In the vast expanses of the urban metropolis of Goldengate, one can expect to encounter all kinds of people and beasts, given the grand diversity and large space that such a city boasts. Even so, not everyone is always expecting to meet Roma.
Her presence is always preceded by the slightest smell of roses and lilacs, and the smell only gets stronger when one is directly confronted by the rather flamboyant Gypsy, herself. We did mention she's a gypsy, right? One of those wandering nomadic tribes with strange powers available to them, cursing people here, reading palms, and that? Tarot cards and strange manner of dress, always seeming to bring the omens, good or bad? Yep, that's her.
It's only natural that she would put those talents to good use, however; Good being 'useful' in this case. Roma is a professional thief, acrobat, con-artist, and seductress, after all, most of which could hardly be considered good, especially when you wake up to find most of your valuables stolen. It doesn't matter who does it, that's entirely despicable!
...Or so the rich think; Roma fancies herself an "Opportunist", one who lives in the moment. She was gifted with these fantastic abilities, and has worked hard to perfect them, ever since she separated with her tribe all those years ago. Working in their carnival did not seem to suit her, though she was happy. This kind of thing just makes her feel that much more... 'free'. That said, Roma is not a mean person, but simply a pure spirit; One of pure joy, mischief, and whimsy.
No-one in Goldengate knows her name, despite being very "popular" with the guards and upper class citizens of the five sectioned city. Her antics are often the bane of each, after all, and she is commonly just called "Thief", and "Gypsy"! The latter of which often merits at least a wink or two, before she eludes their capture once more. Beware, however, as she is not entirely helpless. She is more than capable of fighting off any pursuers who might be particularly able, using a strange form of "Luck Magic" and her own brand of Goldenwater Tarot, both encompassing very different, but very powerful abilities.
Luck magic, for lack of a better name, is a willful alteration of the natural forces of entropy that exist in the world. By directing these energies in mass, she can manage to instantly make anyone 'unlucky', or even the opposite if she has a mind to. It could be as simple as someone suddenly stepping on the wrong brick, that just happened to be loose, or as complex as making a firearm jam due to something obstructing the spring. This type of magic is one that has been wielded by generations of her family, and she puts it to good use.
The other form of magic is her Goldwater Tarot, whose name originates from the riverbed settlement that her people originally inhabited, before becoming wandering gypsies. It is a form of Cartomancy, using a magical deck of Tarot cards to influence the world around herself. She can, at any time, draw a number of cards from the deck, and attempt to use each individual's power to benefit herself. While each hand might have different effects, the major influence comes from the twenty two cards known as Major Arcana:

Each card has a power, unique to itself, but the deck reserves most of it's magical energies in maintaining it's cosmic power.
The first card drawn, when invoked, becomes the "Key" card, which defines the nature of the ability the cartomancer will invoke. Some cards may not act as Key cards, and instead are kept in hand until a Key card is drawn, to a maximum hand of three. If the combination is not an applicable Goldwater Omen, the hand is reshuffled. (The earliest card drawn is always reshuffled first, in cases when the hand grows larger than three.)
Being as obscure as Goldwater Tarot is, however, very few of these Omens have ever been seen, and with noone around... or perhaps, left to report them, their effects remain a mystery. Some even say that the gypsies used these abilities to consume others, along with augmenting and altering themselves, though the myths and legends are too numerous to truly trust.
