TL;DR: She's a NEET foxgirl that's lazy and has had her brain rotted by the internet. Her tail is obscenely large. She doesn't like this. She has an array of mental complexes that would challenge even the bravest psychiatrists, and thinks she's way, way cooler than she actually is.
Rosetta is, simply put, a girl in denial. When she was young, she was told she'd grow up big and strong. Instead, she's short, scrawny, and nearly all of her bodily development seems to have solely focused on the utterly-titanic tail she's stuck with. As should be clearly evident, her tail is a massive hinderance to her everyday life. It takes up the entire back seat of the car when she's driving. She can't close the door to the shower while she's inside of it. She has to check around herself before turning so she doesn't break stuff or smack people with 200 pounds of pure, raw fluff.
She's generally very bashful and easy to fluster when it comes to her tail, and prefers to not talk about it--repeated attempts to ask to touch it are way more likely to end with her kicking your skins than actually getting any.
Aside from this one point of contention, Rosetta is cheerful and energetic. She's a bit boisterous though and has a bit of a napoleon complex. Her small stature and unambitious personality makes it so that she's a very ineffectual predator, having never actually eaten anyone. Despite this, she tends to talk herself up as 'apex and predpilled' quite often and will insist that she's churned down dozens of people.
She hasn't.
She's technically unemployed, since she doesn't tend to last very long at most jobs. She makes most of her money from her OnlyFluffs account instead, something she feels some amount of shame about; she doesn't like special attention being given to her tail, but due to its size that's basically unavoidable. If you're a stranger, asking to touch her tail (or worse, just doing it) are more liable to get you kicked in the shins than giving you what you want.
