So it goes like this, once upon a time a terrible calamity happened. Somewhere in the mystic underpinnings that cause reality to function properly a screw came loose and everything went wonky for some time. The Earth trembled and the oceans rose. And continued to rise. Soon there was naught but water in all directions and the people of the Earth despaired. Of course moping around on boats and pretending to be Kevin Costner gets old after a few decades. So the people of Earth decided to try something different. They decided to evolve. Now normally evolution takes millions of generations to produce the slightest of changes, but the people of Earth had a little help in this endeavor. See when everything went wonky, reality stopped working as it had before. Physics and biology professors everywhere fell into a deep depression as the rules as they knew them ceased to be. Magic had returned to the Earth. It seeped into the waters, into the people. It changed them. What should have taken hundreds of millions of years instead only took a few thousand. The people changed in strange and exciting new ways, gaining fins and gills. They gained the aspects of various species of fish and cephalopod. The ocean was theirs to rule, and as the ocean was everywhere they ruled the Earth once more.

Only that wasn't quite the case. See, it turns out that the world wasn't quite as completely dominated by the oceans as the people thought. Turns out their ancestors were to too distraught by having to live on boats all the time to explore properly. There was still land, just not very much of it. Where once there was seven contients, now there was only one. Australia had survived. And now there was a need for diplomacy between the fish folk and the land folk.

Enter Serenity Dunwich. She was not the choice you might expect as a diplomat. Taking the shape of a manta ray, she hardly had any mobility on land. Even less than the long tailed mermaids that occasionally flopped about near the shore. But Serenity had tricks too help out with that. She had learned to work the magics that had suffused into the waters. By controlling its flow she could animate dead tissue, becoming a necromancer of some power. She specializes in the mainpulation of bones, creating skeletal chariots to carry her onto land. It both gives her a great deal more mobility than she'd normally have and an air of menace that she finds useful in carrying out diplomatic missions.
