Yes, that's a male Ralts, dear. They do exist, you know.
As for Signum himself, well... he wasn't always named that. He was once a Pokemon trainer, and a fairly successful one at that! Eventually, though, he retired to the forest with his team and a few others that had taken to following him. One of these was an abandoned Ralts who eventually became a beautiful Gardevoir... one that came to feel deeply for her trainer. Eventually... she began to try and seduce him. The fact that the boy was an empath made her wiles all the easier. With the boy in her power, the Gardevoir very nearly had her way with him then and there... but something changed in her. Instead of making him her mate, she gave him the best reward she could conceive of for his long months spent raising and training her.
Within minutes, the onetime trainer was an egg within his Gardevoir's womb, slowly changing over time into her first Ralts. His memories as a human are dim, none remaining from after she tried to seduce him. He remembers his old name, but prefers one he chose for himself... his mother always called him her "little miracle", and so he chose the name Signum, the word denoting "miracle" in one of the old ruins languages.
He's a miracle for more than one reason. Not just because he was, technically, a virgin poke-egg. The transformation that Gardevoir believed would make him a baby Ralts only partly worked, and when Signum hatched, it was as an absolutely adorable Ralts gijinka, complete with bow in his long green hair and a flowing white dress. He believes this incomplete transformation is why he retained some memories of his fully human self.
Of course, being a boy, red bows and dresses don't really suit him. In slight defiance to what everyone thinks a Ralts "should look like", he wears a short-sleeved vest, oftentimes showing part of his washboard belly (mostly because he's still growing, and clothes are a bit hard to come by for him), as well as somewhat poofy pants, usually longer than the ones depicted. He does wear a red gem on a clip just above his ear, but it's a garnet, the most "manly" red gem he could really discern. And, well, everyone in the Gardevoir line should have -some- red on them, right?
As for the boy himself? Well... he's a little bit dismissive of his own abilities. He's only a Ralts, after all, not even a Kirlia yet, and most of the other gijinka he's seen are fully evolved! He's also somewhat shy, but fairly friendly if you approach him. Being the pre-evolution of the "Emotion Pokemon", he's well in-tune with how others feel, and tries to act in a way that won't cause them pain. However, he's a bit more tough than he gives himself credit for... he's retained his empathic abilities from his time as a human, and added to them are the powerful psychic abilities (both kinesis and empathy) of the Gardevoir line. In addition, as a human he raised and met many different Pokemon, and echoes of that knowledge have made their way to him... Signum's not someone that can be written off immediately, even if it's often the first to do so!
Move List
Calm Mind
The signature move of any psychic-user, Signum can clear his mind of "static", purifying any input his mental senses receive and protecting him from mental attack. Both Special stats rise.
Stored Power
The clarity of Signum's mind only strengthens his psychic abilities. The more clearly he can feel his enemy's mind and heart, the more damage this normally unassuming Special move will do. (power=20+20*stages increased)
Psyshock
An attack using psychic power to deal a very physical blow. An odd technique, this move is Special but will attack the enemy's regular Defense. (power=80)
Lucky Chant
Signum is well aware of the anguish of a well-placed critical completely ignoring one's painstakingly-constructed defenses. Using the Lucky Chant technique, he temporarily wards off annoying "lucky crits". (This is particularly nasty against Focus Energy users.)
Magical Leaf
Signum releases a barrage of sharp-edged leaves, and then focuses his mind enough to give him a moment's clarity. The enemy's reactions are an open book to him for this brief moment, and no matter how they might try to dodge, the leaves will find their target. (automatic hit, power=60)
Shadow Sneak
A move passed on from his mother, whose family line included a rather... "forward" Spiritomb. Becoming ethereal for a moment, Signum charges right through, dealing damage often before the opponent can react. (power=40)
