BACKGROUND
The UNCP-00-00-01 Sylpheed R-1 Urban Pacification Combat Robot is the first of it's kind. It combines the speed of a jet fighter, the riot gear of a S.W.A.T. team, and when needed, the firepower of a tank squadron into one cutesy little human-sized packaged, all powered by an advanced artificial brain. The UNCP-00-00-01 was in development for almost two decades, cost more then the GNP of most Third World countries combined, and is, sadly, as dumb as all hell.

As it turns out, artificial intelligence... isn't. As advanced as Sylpheed's brain is (and it is nothing short of a miracle of modern science), it turns out that modern AI still has a long way to go before it can truly be called 'intelligent'. While Sylpheed is very good at fighting off kaiju, giants, and other macro-predators, she does not have a true grasp of the negative effects of collateral damage. She has the unfortunate habit of doing more damage to the city then the monster!

She's little better at riot control and policing actions, as well. She has no true concept of justice, merely crime and punishment. However, she has the unfortunate habit of punishing even minor crimes with extreme retaliation. Her street justice is particularly horrific, because she is capable of opening up her chest plating to shove organic matter into her body cavity for conversion to bio-fuel. Slypheed does not fully grasp that this was never intended to be used upon humans. To her, it is simple logic. Her logic pathways are particularly dangerous, because if she decides that a human is a criminal, dangerous, or simply unneeded, they run the very real risk of becoming a 'meal' for the chipper little robot.

That said, Sylpheed is not a malicious person, happily performing her duties with a smile upon her face and a spring in her step. Many have argued for her decommissioning because she is a random danger to the people she's supposed to be protecting. This litigation fight has been going on for years now.

But the sad, cold, calculating fact of the matter is that so much time, resources, man-power, and money have gone into the Sylpheed R-1's creation that she is simply too expensive to scrap and that the incidental casualties that she occasionally causes are, to date, still worth less then the costs of her construction. High level government politics are a cruel, pitiless world.

Sylpheed herself is often ignorant of the harm she causes. She possess a cheerful, inquisitive personality much of the time and is very friendly to any citizen that doesn't get itself labeled as a legal target in some fashion. She has a fundamental lack of understanding of the human condition because she is, when you get down to it, not human. Great lengths have been taken to make her more human (or at least humane), including many questionable design choices that are far less efficient then the more robotic alternatives; for example she has a layer of organic cybernetic tissue above much of her armor plating in order to appear more human, she expels waste fluids in a similar fashion to human females, and she has organic parts that she, simply speaking, does not actually require. The Japanese dev team was (only slightly unfairly) blamed for those. Sylpheed finds humans to be fascinating and at turns, strange and alien. Her curiosity drives her to seek them out to learn more about them. This often has unintended consequences. Pray for the poor unfortunates sacrificed to attain this knowledge, that their loss will help to make the robot a defender worth having.
