Atop a lone set of mountains surrounded by forests and plains, with dots of villages around as well as even one small town. The mountain holds a shrine of sorts, a temple, a few generations old with carvings etched into the wood, you can find a statue of sorts, rumored that if you pray to it and called for a blessing, a dragon would appear. Long and serpentlike, with golden scales. She would smile at you and offer to give you what you wish, for the proper exchange of course.
This is Uryu, a Rain dragon, one that has a ability to influence the future and make events come into play. A amazing amount of power, yet she has decided that she would reserve this ability to only tributes or her own purposes. Rarely ever doing any generous gifts of kindness. Rather making a living off of it. Constructing a shrine and creating a relationship with the locals, she brings good weather and fortune to them as a whole, but they give her monthly tributes in a large quantity to appease her and both sides benefit and so forth. The rumors of her ability to grant wishes to people has spread around, and people from far and wide come to her shrine to try to appease the dragon to grant them their wishes.
Of course she has set up that people must pay tribute, of varying scales and in context of the event. Say a child must be born healthy and powerful, the parent and the child must both pay for a very very long time for this. But something like say a rain in the dry season, a smaller blessing which a small gift of gold or treasure, and a small amount of food might be enough for her to do so. It all depends on the context of the event. At other times can offer to do something for free, at least for now and would rather come back at a later date to collect her payment for doing such a kind gesture.
The punishment for not appeasing her tribute can vary, from a simple reverse of the tribute, a sudden lightning storm or no rain for a much longer period of time for the smaller things when asking for rain, or simply just deciding to devour someone if they are unable to keep up to her tributes and owe her, well at this point their body. The situations that have occurred vary widely and greatly, but she always appreciates to collect the body of someone and feeling them try to revolt within her draconic stomach, only to slowly settle right into a groaning grave. Always lovely in her opinion, and shows her position compared to humans and many various other races.
As a Rain dragon, she is quite powerful of a individual, her physical strength being fairly high compared to a human. Able to easily overpower the average man/woman. Her long body able to act similar to a naga’s as she can coil around someone and when not floating, slither around and so forth. Mentioned before she normally is seen floating around, as if levitating on air as she flies around a foot or two above the earth, this allows her to overcome more difficult terrain that would make things difficult for other beings. She’s fully capable of bringing that levitation further into the air, able to fly high above where the birds or other drakes are capable of flying about.
The rain dragon part of her allows her to have a affinity with rain, water, lightning, thunder, and wind. Able to summon clouds of rain and manipulate water around as a weapon. The winds being changed to a extent to blow and seep individuals around. And Lightning, able to breathe the element, and strike it out of her hands, being the normal tool she uses as a weapon when fighting potential foes.
