Vossler is pretty much a good guy that believe in Justice. He never shoots first, and always give his opponent an opportunity to surrender... even if this also means giving him an opportunity to fight back or flee.
He knows that his job is hard, so he do his best to keep on smiling in order to bring faith in justice to the citizens, and his co-workers.
Even if he seems to never give up, he is in fact always afraid to fail. He have a low faith in himself, despite hiding it behind large smiles and jokes.
