Zhoushi is a special agent for the nation of Zhou, her name being a literal translation of her role in the state from her native language. Her missions range from domestic dispute settling to foreign investigations. Given the highly secretive nature of her home state, even partners to Zhou can be caught unaware by her arrival, making her perceived as a sort of inquisitor by nations friendly to Zhou. Zhou's opponents view her as a tool the nation uses to strongarm weaker nations into allying with them.
Zhoushi herself is a confident girl who lets little stand in the way of her goals, further enabled by Zhou's "any means necessary" policies towards negotiations. She is cruel in order to get what she wants, taking hostages or, worse, taking lives to see out her desired outcome. Though, if one was to simply view her from an outside perspective, she would just seem as a rather strong and quiet girl...
Physically, Zhoushi is strong both mentally and physically. Her training prepared her for many different types of combat including grappling, swords, guns, lances, among other means of combat. Her tail is a weapon in itself, with immense strength and flexibility.
Zhoushi seems to have some sort of draconic heritage, but she seldom speaks of her origins apart from her eternal debt to the state of Zhou. If you pry too closely, you might just take the brunt of Zhoushi's adept combat experience.
