The fluff-head invasion continues!
Another of the yousei of Gensokyo, like

Lainy Kumo, or
Satin_shine! As their profiles would tell you, the yousei of Gensokyo are rather interesting beings. They are literally the embodiment of a single natural phenomena, be it as widespread as snow or as focused as the ripening of apples. Because of this, they're effectively immortal unless one were able to somehow extinguish every aspect of that phenomenon from the world. On the other hand... they're immortal, not super-intelligent. In fact most fairies are what is colloquially known as fluff-heads: simple, childish, lacking forethought after a lifetime of being invincible... and a love for pranks that lingers even with those who don't count as fluff-heads.
So where does that leave this particular one? Well, Freesia is definitely a fluff-head, if a bit less of one than most fairies. She's a silly thing, very fond of humans and pranks played upon them. Hers, luckily, tend to be harmless. She also appears, perhaps as a result, older and larger, a full three feet in height and just a touch of maturity in that young face... though the gleeful laughs from her pranks going off tend to mask that.
As for what she is? Freesia is in fact the embodiment of rainbows. As such, she's generally only seen in the day, although moonbows -do- exist and she's often seen dancing under the very few that appear in Gensokyo. Naturally, she's most active after a rainfall, and a number of humans take her appearance during a storm to mean that the rain is about to end. She also appears sometimes on foggy mornings if the sun is peeking through.
Naturally, she has the ability to alter diffraction in water, which usually manifests in the form of her skimming the lake and kicking up fragments of rainbow behind her. One or two of the other yousei tend to call her Dash when she does this, but she has no idea why... ah, well. She doesn't
create moonbows, since she regards them as rare and special, but she'll often enhance them, drawing out the color that normally only appears in long, long exposure photographs. When the sun is peeking through the fog, though, she'll quite happily scatter the light into gorgeous fogbows. (Yes, these are all real things.) Other than this, she can toy a little with other diffraction, like the patterns on the surface of a soap bubble, but her abilities are a little limited otherwise.
As for the girl herself, she's a fairly old yousei. Human interest and joy in rainbows is almost perpetual, after all. She -may- even have become a greater fairy earlier in her life, like
Daiyousei is now, but if she had been once, she no longer is nowadays; she's only slightly less of a fluff-head than any other fairy out there. One of her favorite pranks is to make a rainbow vanish, or a second rainbow appear and disappear, just at the right moment to cause trouble for someone trying to show a friend. Though, she's been known to create rainbows even when there shouldn't -quite- be one as well, to the joy of the humans below. Smiling humans is something she
very much enjoys, even if she's just as much a prankster as any other fairy.
And that's Freesia for you. (Yes, she can pronounce her name, unlike Misty.) Silly little fluff-head... well, considering she's about the size of Cirno and the baka trio, maybe not -so- little...
