Nickname: Roah
Overseers...the culmination of everything that makes up the entirety of every single possible universe and reality. They have existed since pre-existence...bringing about all that is and ever will be in every single timeline, reality, and so forth. Without them, the world would be reduced to state of beyond nothingness and beyond even their own understanding. They exist everywhere and are always present whether one cares to notice or not.
Are they gods?
No. They are something beyond even the scope of that. They are beyond even the scope of the elder and outer gods from other dimensions. In short, there is no higher being than what they are and will ever be.
There was once something beyond nothing...since nothing really had not come into existence yet. Then came the Overseers...12 of them to be exact. They created their own selves and their corporeal bodies in order for others to see them and off course bestow upon the nothing a substance...then they created all realities as we know it. All universes. All possible histories and outcomes. It is all known to them. Every single life that exists they know of...but they each have their limits as each Overseer adheres to whatever role as Overseer they were gifted with.
Roahilops is yet another presiding Overseer who associates herself with Sylance but her domain is much different. Roahilops, or Roah as she prefers to be called, is the Overseer whose attributes are the very fabric of something both otherworldly and important...
She is the Overseer of Dream and Memory.
Dream and memory are tied so closely to one another, it is a wonder how one can never think the two might be one and the same. This feeling alone is brought on upon the presence of Roah who views each dream every person in every reality and dimension has...and judges not what they might dream of. No matter who it might be either.
Memory is another responsibility of hers. Forgetting something? Or perhaps you are remembering something once more. Amnesia. All the doing of Roah herself. She will freely allow memory to flow or to stifle it to some degree as well as manipulate it within dreams where she literally dumps the outpouring of other memories into them from alternate worlds and possibilities. Therefore, dreams of oneself could be the dreams of their other self or rather their memories. Or perhaps it is of the memories of the person from something happening in the near future?
Both are fickle things and cannot be readily tied down...and neither can Roah rightly who will roam from dream to memory, flowing through the various gaps of every known logical dimension and have a bit of fun in a dream so real...it is.
Her powers are vast and are splendorous in nature for it is a dream. A dream where anything and everything could happen. But this is not all. She has powers , like other Overseers, that cannot be rightly constrained by normal means or abnormal means. They literally cannot be tied down at all. Magic has no meaning to her and is therefore quite ineffective for whenever she desires, she can alter anything within a dream and therefore the magical abilities and supernatural powers against her become moot.
Bear in mind this is a dream so if one were to get eaten...they might wake up just fine...or maybe if they have been especially cruel, Roah might keep them locked in a neverending dream and make them forget why it was they ever did anything bad at all...
Roah is probably the most curious and the most active in terms of contact with living beings for she cannot seem to get enough~
But do not make a mistake most seem to regret; she is an Overseer and may act childish but she has a strong sense of duty beneath it all and will not forget to act whenever she is needed.

In a dream she can create on a whim, anything can happen in it. And this means anything. if you need to ask what kinds of things...then you need to open your mind some more and use your imagination~
Memory Operation
She can freely manipulate memory and make someone forget something instantly...as well as remember things and implant new memories as well. She cannot effectively erase a memory but she can keep it locked away inside one's mind until she decides to release said lock.
Gap Seal
In the event she encounters other dream-like beings or other ones that drift through similar gaps in reality, she can seal them away and prevent any type of escape...or effectively seal them within a dream forever.
